Tier 4 is way worth it while running dungeons at low levels. Not many people pay attention to interrupting at low levels, so this puts less of a burden on your team. I always run this as Tier 4 on my DPS, but keep it at Tier 0 on my healer. I'm not sure what the optimal spec for this skill is, but the Tier 4 bonus is very useful.
